Here’s why it’s the OOTW though - because it’s a mood. For this weekend. I’d rather see more of this on the carpets, at the parties and the Oscars and the after-parties than something strapless and boring with a tiered ruffle skirt. We’d have a lot more fun if Kelly Rowland was setting the tone on it.
